Founding declaration
Cognitive capability is a strategic form of human capital.
Populations depend on memory, attention, reasoning, perception and coordination to learn, work, adapt, remain independent and participate fully in society. The Index is founded to add a direct, standardized and responsibly governed outcome measure.

Score independence
Method, certification, score, uncertainty and release cannot be influenced by commercial terms.

Publication obligation
A certified result is published regardless of whether it is favorable to the participant.

Public transparency
Method, limitations, funding, conflicts, corrections and material uncertainty are disclosed.

Individual protection
Population data cannot be repurposed for adverse individual decisions or stigmatizing claims.
Founding Participant declaration
By signing, a participant confirms that it commissions measurement rather than a favorable score and accepts sampling, fieldwork, privacy, quality, publication, audit and responsible-use obligations.

Version 0.9 is not yet the final governing instrument. The inaugural Council, scientific experts, privacy specialists, public institutions and Founding Participants should review and refine it before formal adoption.

Participation agreements incorporate these principles and may add stricter safeguards, but cannot dilute score independence or publication obligations.
