Interpretation policy

Use the index to understand and improve—not to stigmatize.

Cognitive Capital is a population estimate shaped by context and capable of change. It is not a measure of innate national worth, a diagnosis or a basis for adverse decisions about individuals.

Acceptable uses

  • Population health, education, workforce and healthy-aging planning.
  • Research on contextual associations and change over time.
  • Identifying equity gaps that can guide public action.
  • Comparing results among genuinely relevant peer groups.
  • Monitoring improvement through repeated official measurement.

Prohibited or misleading uses

  • Claims about genetic, racial, cultural or national superiority.
  • Labeling the result “national IQ” or a ranking of the “smartest countries.”
  • Inferring an individual's ability from a country or region score.
  • Employment, insurance, immigration or eligibility decisions about individuals.
  • Removing confidence intervals, status labels or material limitations.

Approved framing

Measurable. Context-sensitive. Modifiable.

The public narrative should focus on cognitive capability as a strategic outcome that can be supported by education, health, inclusion, safe environments and lifelong opportunity.

Media and public communication

Scores should be reported with cohort, year, certification status and uncertainty. Exact rank claims should be avoided when countries fall within the same statistical equivalence band. Research observations must never be presented as official national estimates.

Maps and geography

Names and boundaries on the platform are used for statistical navigation and do not express a legal or political position. Disputed or sensitive geographies should follow a published neutral standard and carry an appropriate disclaimer.

Correction of misuse

The Observatory may publicly clarify misleading interpretations, request correction of altered badges or claims, and revoke authorization to use official marks. Historical factual scores remain visible even when certification or mark use is suspended.
