Commercial firewall
The team negotiating licenses or services has no authority over method, quality status, score, rank, uncertainty, release timing or country narrative.

The official core derives only from validated CAB performance outputs.
Common protocols and standardization support comparison across place and time.
Methods, limitations, uncertainty, funding and conflicts are disclosed.
Individual data are protected and used only for approved purposes.
The index cannot legitimize prejudice, deterministic claims or adverse individual decisions.
Data burden and controls match the intended precision and public use.
An independent auditor can reconstruct official scores from locked inputs.
Methods evolve only through documented, consulted and versioned review.
Independent assurance
An independent statistical audit is required before the first full official ranking and at least every three years thereafter, or sooner after a major methodology change.
Appeals and corrections
A participant may appeal calculation error, data mismatch, protocol misapplication, undocumented deviation or conflict-of-interest breach. An independent panel reviews the case, and the outcome is recorded publicly.
The Observatory maintains a permanent corrections and methodology log, including the original release, nature of change and effect on score or rank.
Responsible public language
Official communication describes cognitive capital as measurable, context-sensitive and modifiable. The Observatory actively corrects material misuse and deterministic claims.
The result summarizes a defined population with uncertainty. It is not a label for every person.
Education, health, inequality, environment and access may influence outcomes and interpretation.
Level, equity and momentum support action—not stigma or claims of inherent superiority.
Founding Participants accept representative measurement, independent certification and publication regardless of performance.
