Every certified release will include the context needed to interpret it.

Estimate

Score, confidence interval, domain outcomes and approved secondary indicators.

Population

Target ages, geography, coverage, gross sample and effective sample size.

Method

Fieldwork dates, administration mode, language, weights and methodology version.

Quality

Certification status, quality badge, exclusions, limitations and audit information.

Governance

Funding, material conflicts, implementation partner and correction history.

Citation

Stable profile URL, release date, downloadable table and machine-readable metadata.

Access principles

Open where possible, protected where necessary

The Observatory intends to release public aggregate scores and metadata under an open attribution license or equivalent. Individual records are never part of the public download. Test items and security-sensitive information are excluded to preserve assessment integrity.

Responsible reuse

Users must preserve status labels, uncertainty and methodology version. Research observations cannot be relabeled as official scores. Country aggregates cannot be used to infer the ability or worth of an individual.

Future API

The static JSON endpoint in this prototype demonstrates the planned machine-readable structure. The production API should add versioning, release identifiers, status history, regional hierarchies and formal data-license metadata.
